Considering DDR5, I’d actually recommend going with an AM5 setup for better power efficiency and future-proofing. Intel's great, but only if you stick with DDR4. And honestly, the RTX 3060 isn't worth it; I'd lean towards the 9060xt 16GB for your budget.
If you have a Microcenter nearby, I found the AMD 9800x3d on sale for about $400, and they offer a deal where buying any CPU also gets you 32GB of DDR5 for $200. It might stretch your budget a bit, but that CPU would serve you well over time through upgrades.
