I'm planning to buy a used GPU this year, and I've noticed that both the 3060 and 3070 are priced similarly in the used market, around 20,000rs (or about $212). My main goal is to play some demanding games at 1080p on Ultra settings. Also, I do some work where VRAM matters, but I believe 8GB should be sufficient for my needs. Which GPU would be a better choice?

Honestly, for 1080p gaming, 8GB should be more than enough for the foreseeable future. If you're prioritizing performance over VRAM, go with the 3070!
The 3070 is just a stronger GPU all around. While some may worry about the 8GB VRAM, it's plenty for 1080p gaming, especially right now.
