I'm trying to decide between Windows 10 and Windows 11 for a pure gaming setup in 2025. Assuming I debloat both operating systems completely, which one would perform better for gaming?

No contest, go with Windows 11. It has better DirectX 12 handling, updated schedulers, and it's more optimized for the latest CPUs and GPUs. Windows 10 is just not where you want to be starting in 2025, even if you debloat it.
Installing Windows 11 with a local account instead of a Microsoft account can streamline your experience and save you time. Skip unnecessary setups and focus on gaming!
While I think Windows 10 has its merits, especially with extended security, debloat tools can sometimes mess with the internal workings of the OS. If you're cautious, tools like Rufus can help you customize your setup for better performance without the usual bloat.
Windows 11 is definitely the way to go since Windows 10 is past its end of life. It has better support for new hardware and offers improvements in performance for gaming. You're really better off using the latest OS if you're looking for the best gaming experience.
You can still extend support for Windows 10 if you really want to keep using it.
Just because something's out of production doesn’t mean it stops working.
You might want to consider Linux for pure gaming as well. Systems like ChimeraOS can turn your PC into a gaming console, which might give you the best performance, though some games like Fortnite may not work.
Also, don't forget about some BSD flavors like FreeBSD if you're exploring alternatives.

I’ve had great success using Rufus to set up my installs without any internet hassles and turning off all the data tracking.
