I started with Linux Mint but now I'm looking to switch to Arch. I can identify the partition for Mint, but I'm uncertain about two others—one is 260MB and the other is 1.95GB. I'm guessing the 1.95GB is for the boot loader, but I'm not too sure. Should I delete the data on these partitions now, or is it better to handle that during the Arch installation? I appreciate any advice you can share!

If you're not planning to retain Mint, it’s probably best to remove those partitions for a fresh installation of Arch. Just make sure you don’t accidentally format your boot partition that’s managing EFI. And definitely, install a text editor and networking tools when you're setting things up!
The 1.95GB partition is likely your EFI System Partition (ESP), which holds the bootloader, and it's formatted as FAT32. If you're not keeping Mint or any other OS and want a clean start with Arch, then go ahead and format those partitions during the installation. But if you want to keep anything, then don’t touch them. Also, when setting up Arch, remember to install a text editor like nano or vim during the pacstrap step, and make sure to include a networking package since the base installation might not come with one.
