Should I Upgrade My CPU and Motherboard Instead of Building a New PC?

Hey everyone! I'm looking for some advice on whether it's worth upgrading my older PC components. My current setup isn't compatible with Windows 11, and while I'm considering a brand-new build, the prices for RAM are pretty steep right now. I was thinking about sticking with my RTX 2080 Ti and 32 GB DDR4 RAM and just upgrading the CPU and motherboard instead. What do you think? Is that a good plan? If you need more details about my specs, just let me know. Thanks for your help!

First off, what's your budget for the upgrade? That'll really help narrow down options depending on what you can spend.
