Should I Upgrade my CPU or Wait for AM5?

I recently bought a 5070 Ti and have been experiencing a bottleneck in CPU-intensive games. I'm running a 5800X on a 1440p display and have been wondering if I should save for an AM5 upgrade or just go for a 5700X3D. Alternatively, I've seen some second-hand 5800X3D options on eBay. What's the performance difference between the 5700X3D and the newer 9800X3D? Is it worth it? Also, is it safe to buy used CPU parts? I've never done it before, and it feels a bit risky to me.
