I've built a gaming PC with a Ryzen 5700X3D, 16 GB of RAM at 3200 MHz, a 2070 Super GPU, and 4 TB of NVME storage. Despite upgrading my CPU and storage since 2020, my games still stutter. I play on a 1440p 240Hz monitor but have to lower my COD settings to 1080p to improve performance, yet I still experience freeze frames and significant stuttering. I'm contemplating whether to invest in a new GPU, like a 3080, which is priced around 400 CAD in my area, or hold off on upgrading due to current RAM prices. I'm really unsure if a GPU upgrade would even resolve my issues, plus I'd need a more powerful PSU since I currently have a 650W unit.

What version of Windows are you using? Have you considered a clean reinstall? It's also worth checking if you've updated your BIOS lately.
You might want to consider adding another 16GB (2x8GB) of 3200MHz RAM matching your current timings, or even invest in a new 32GB (2x16GB) kit at 3600MHz and sell your old sticks. Instead of going for the 3080, check out the RTX 5070 or RX 9070 series for better performance that works with your 650W PSU.

It sounds like your problem might not be performance-related. Have you tried running DDU for a driver clean-up and maybe doing another fresh Windows install? That could help.
I've done a couple of clean installs and used DDU in the past. Do you think I should run DDU again and fresh install Windows from scratch?

I'm on Windows 11 and it's fully updated. I did the BIOS update a few months ago for my CPU.
