I'm thinking about upgrading my PC setup. Right now, I have a Ryzen 9 5900X paired with an RTX 3080, but I'm looking to boost my frame rates when gaming at 1440p. I mostly play shooters and love running high frames. My current setup gives me around 120-140 frames, but I want to hit that 240-360 range, and the 3080 just doesn't seem to cut it anymore. Should I consider a complete rebuild, or can I just swap out the GPU? I also have 32GB of DDR4 RAM on an AM4 Dark Hero motherboard, so I'm wondering if that would work fine with a newer GPU without causing major bottlenecks.

It's usually a good idea to start with a GPU upgrade. Just see how that performs first. If you still aren't hitting your target frame rates, then you can think about upgrading more components.
Upgrading just your GPU should do the trick. If you need more power, look into the 9070XT or the 5070Ti. Given the current prices for AM5, it's hard to suggest a full system upgrade right now.
Stick with upgrading the GPU for now. It’ll give you a better bang for your buck, especially since your current CPU and RAM are still decent.
I faced a similar situation with a 5900X and 3080 Ti. While I wasn't heavily impacted at 3440x1440, some titles like Cyberpunk with RTX on struggled a bit. If you grab a card from the 50-series, you should definitely notice a boost.
