I'm considering upgrading my GPU from a 2060 and I'm stuck between the 5060 Ti 16GB and the 4070. Right now, the 5060 Ti is at £380 (around $500), while I see used 4070s (12GB) for about £350-£360 (around $470) on eBay. I currently game at 1080p but plan to move to 1440p eventually. My CPU is a 5600x, so I'm wondering if the performance of the 4070 is worth the extra cost. Also, the 9060 XT 16GB isn't much cheaper here, about £350, so I'd rather choose between these two options. Thanks for your insights!

Buying from eBay is a bit of a risk since you might not get any warranty. Personally, I would pay a bit more for less performance just to ensure peace of mind. But that price for the 5060 is still on the higher side; I've seen the 5070 around the same price these days, even in Norway.
Consider the RX 7800 XT as well!
The 4070 is definitely faster and at a reasonable price with used options. Honestly, the decision seems pretty straightforward if you're looking for better performance.
Do you think the 4070's better performance will be worth it considering my 5600x? I'm tempted to go for the newer card and the extra VRAM.
Honestly, I wouldn't consider any GPU with less than 16GB of VRAM today. I regularly hit 11-14GB on my 5070 Ti, which can be a concern for future gaming.
What games are you playing and at what resolution? He mentioned he's currently at 1080p and might go to 1440p, so isn't the difference between 12GB and 16GB not that significant for those settings?
Given your 5600x and the fact that you game at 1080p, the 5060 Ti 16GB may be the better choice for you. It’s likely that the 5600x would bottleneck a 4070. The 5060 Ti has 16GB of VRAM, which is quite beneficial, and it typically comes with a warranty. Also, there’s only about a 10% performance gap at 1080p between the two cards. A 5700x3D would be needed to fully utilize the 4070 at 1080p, while the 5600x meshes better with the 5060 Ti 16GB. Yeah, the 5070s are priced ridiculously in the UK right now—the cheapest I found was £500 ($670), which is more than a 9070 at £480.
