Strange Issues After Upgrading My GPU to an AMD 9070XT

I just switched from an Asus Strix 3070Ti to an AMD PowerColor 9070XT Reaper because I found one at a great price. Here are my PC specs: AMD Ryzen 7 5800X, 32GB DDR4 Corsair Vengeance RAM, and a 1000W Corsair RM1000X PSU. Before the upgrade, I did my homework and thought my setup could handle the 9070XT just fine. But ever since I switched the GPU and performed a complete DDU, I've been dealing with some strange problems. I'm getting random frame drops during gaming and even while just browsing in Windows. It feels like the whole Windows experience has declined since switching from the 3070Ti. I'm also having trouble maintaining the 165Hz refresh rate of my monitor, which is noticeable even when I'm just idling, like when I scroll through menus or drag a window around.

Here's what I've tried so far: completely reinstalling the GPU drivers with and without Adrenaline software, reinstalling Windows, updating the BIOS, underclocking the GPU and CPU to see if that helps, reinstalling chipset drivers, resetting the CMOS memory, and using different PSU cables for the GPU (no daisy-chaining). I really need some advice on this because I doubt it's because my other specs are outdated since my processor isn't that old. Happy to provide any additional info needed. Thanks for any help!

It sounds like you've already done a lot of troubleshooting! Have you considered looking into any power settings in Windows? Sometimes, adjusting those can help with performance drops. Also, are your graphics settings optimized for the 9070XT?

Is your 9070XT brand new and sealed? If it's used or refurbished, there could be hidden issues that might affect performance. It's worth double-checking.

Have you checked what motherboard you're using? Sometimes compatibility issues can cause weird performance problems after a GPU upgrade. It could be something that's not quite playing nice with the 9070XT.
