I just upgraded to my first brand new GPU, a 5070, coming from only using second-hand ones before. I play on a 1440p monitor, but I'm having a tough time even hitting 100fps in games like ARC Raiders. I've messed around with all the graphic settings in the game and tried different presets in the NVIDIA app, but nothing seems to work. I've heard someone mention they know someone with a 4070 hitting over 200fps, which makes me wonder what's going on. I've also done a clean uninstall of everything NVIDIA, restarted, and installed the latest drivers for the 5070. Any advice would be really appreciated!

Make sure your cable is plugged into the GPU and not the motherboard. It seems basic, but sometimes those connections can get mixed up!
Honestly, check benchmarks. No one really gets over 200fps at 1440p with a 4070 without major settings adjustments like DLSS and frame generation. I doubt you'll hit 100fps with a 5070 without using DLSS in quality mode.
I've got a 5070ti and a 4070ti super, and even with a great CPU, I barely hit 150+ fps at max settings, and that's with some optimization.
You mentioned nothing about your PC's other hardware. Did you maybe pair your awesome GPU with a lower-end CPU? It wouldn't be the first time someone made that mistake.
You might need to reinstall your drivers. Instead of using the latest driver, try using Display Driver Uninstaller (DDU) to clean everything out. Also, the Nvidia Studio Drivers might give you better stability and performance than the Game Ready ones. That's what worked better for me!
Totally agree, also consider debloating your Windows. I often use Christitus Tool to tweak the system, and it really helped improve my performance.
Setting services to manual in Christitus Tool can also help optimize your setup!
Have you checked what CPU you're using? It really matters because the CPU has to prepare the frames for your GPU to render. If you're CPU bound, that can bottleneck your performance. Just curious, what CPU do you have?
I'm using a Ryzen 7 5800XT.

I double-checked, and both my displays are definitely connected to my GPU!
