Sometimes, with DDR5, if your FCLK is above 2000MHz, it can lead to weird frame time behavior. You might want to test by disabling the non-X3D CCD since it might affect performance. Also, ensure AER (Advanced Error Reporting) is enabled in the BIOS to catch any FCLK-related stability troubles. What power settings are you using—are they stock, or do you have PBO CO enabled? Clock Stretching might be causing throttling without showing on sensor tools, which could lead to the stuttering you're seeing.
