Trouble Booting Windows After Upgrading Hardware

I recently upgraded my PC parts after my old motherboard failed. I'm now using a Gigabyte Auros B850 Elite WiFi 7 motherboard, a 7800x3D CPU, and a 9060XT GPU. However, I'm facing an issue where every time I try to boot into Windows, I see the Windows logo for about 4-5 seconds before the video signal cuts out, even though the PC is still running.

I've tried several troubleshooting steps, including disconnecting all drives except for the boot drive, toggling legacy mode and CSM, and experimenting with Secure Boot. I even made a Windows Recovery Environment USB, but that doesn't work either.

Creating a new Windows installation media drive from the latest ISO also leads to the same issue. Moreover, when attempting to boot without my graphics card and using the onboard DisplayPort, there's no signal at all to the monitor. I could try an internal HDMI port, but my case design makes it difficult to connect, and I worry it would yield the same results as the DP option. I've also attempted switching display output in the AHCI settings and connecting a second monitor via DisplayPort, but that monitor also loses signal after showing the Windows logo. I'm completely stumped and would appreciate any guidance.

Have you tried using a different HDMI cable with your 9060XT? Sometimes, a faulty cable can cause this issue. Also, consider testing with another DisplayPort cable if you haven't done that yet.
