Have you tried testing the card in another setup? That could help you rule out if the issue is with the GPU or your build. Given that your boyfriend's 4070 TI works fine in your new build, it's a strong indicator you may have received a lemon. Different adapters can make a big difference, so ensure you're using cables known to work with the 4070 TI format. Also, where did you buy it from? Sometimes used cards can be a gamble.
It sounds like you might have a power connection issue. Make sure your GPU requires the right number of power connectors, usually it's 2x 8-pin for newer models. Also, double-check whether you've used separate PCIe cables straight from the PSU instead of a daisy chain, which can sometimes lead to problems. Did the seller mention any official testing for the card? Sometimes, just a good review doesn't mean it's fully functional. It'd be helpful to get more specs on your previous setup too!
