Hello everyone! I'm experiencing some frustrating network issues during the initial installation of Windows 11. I suspect that certain sites or links could be blocked by the firewall, but my boss isn't so sure. Unfortunately, I don't have access to the firewall to verify this.
The problems I'm encountering stem from two scenarios: first, when using the Windows Media Creation Tool, it hangs while downloading necessary files. I start by downloading the app from Microsoft, and when it tries to get the additional files, it gets stuck.
The second issue arises during the Windows 11 setup. While attempting to connect to the network, it fails to recognize the wired connection and while the wireless shows as connected, the setup process claims there's no internet access.
I discovered that if I connect to my phone's hotspot, everything works perfectly. This leads me to believe there's a blocked site causing these issues. My boss insists that all the recommended sites from Microsoft have been whitelisted, but I can't shake the feeling that we may be missing one or two, or perhaps Microsoft has changed something recently without notice. Any insights would be greatly appreciated!

Have you checked if there's a GeoIP filter in place? We ran into a similar issue where a lot of our Microsoft traffic was being routed to Ireland for services like Intune. Once we allowed that region on a special VLAN, our issues were resolved.
Have you tried connecting using an open network, like a mobile hotspot? That can help isolate whether the problem is with your network configuration.
