Troubleshooting Power Issues in a New PC Build

I'm in the process of building a new PC and have run into a frustrating problem: there's absolutely no power to the system. Here are the specs of my build:

- CPU: 7800x3d
- Motherboard: ASRock B650M-HDV/M.2
- RAM: G.SKILL Flare X5 Series DDR5 (32GB, 6000MT/s)
- Case: Thermaltake View 170 TG ARGB Micro-ATX
- PSU: CORSAIR RMx Series RM850x (850 Watts, fully modular)

I've set everything up in a test bench configuration and tried several troubleshooting steps, like isolating components and shorting the power button pins. I've even switched from an old 1000w EVGA PSU to my new PSU with no luck—neither seems to power on the motherboard. I even replaced the motherboard thinking the first one was dead, but the new one has the same issue. I'm at a loss and would really appreciate any help or ideas to resolve this issue!

First things first, double-check that the power supply is switched on. If that's set correctly, make sure you're connecting the power button pins correctly on the motherboard. The power pins are momentary switches and should complete the circuit when shorted, so try crossing them again if you're unsure.

I confirmed the PSU is on. I even posted a pic of the pin layout where I'm connecting—shorted pins 3 and 4 together on the top row.
