I'm currently using an R7 3700X paired with an RX 5700XT but I'm about to upgrade to an RTX 5070. I'm curious if I should stick with my current CPU or consider something like the R7 5700X3D or R5 5600X. I'm not sure how much of a performance boost these CPUs would offer over my 3700X. Should I hold out for newer AM5 options or make a CPU upgrade now?

If you're on a budget, I recommend keeping your 3700X until you’re ready for a full AM5 upgrade. The AM4 X3D models are pricey and might not give you the bang for your buck right now. You can enjoy your new RTX 5070 as is and see how it performs with what you have!
