I've found that WDS is still hanging around, but it's not really what it used to be. It gets the job done, but you might encounter some limitations.
I ran into the same issue with the latest 24H2 update. DISM on Server 2016 just wouldn’t work, and everything I tried failed. After some trial and error, I discovered that certain images might need an updated version of DISM to function correctly. I eventually transferred my .wim file to a Windows 11 23H2 setup and used the newer DISM version, which finally worked for me. Keep an eye on the version you're using—it can make all the difference!
