I'm currently using an RTX 2070 and I'm thinking about upgrading my GPU, but I'm questioning whether it makes sense to do that instead of just building a new PC. Recently, I purchased an RTX 5070 but had to return it due to major stability issues, like frame drops and crashes. I'm concerned it might be a bottleneck issue. What are your thoughts? Also, if I decide to go for a new GPU, should I upgrade my RAM from 16GB to 32GB?

Your current 16GB RAM should suffice for gaming right now. Only if you dive into games that are really RAM-intensive would you need to consider upgrading to 32GB.
If you're looking for a decent upgrade without also upgrading your CPU, consider something like the RX 9060 XT 16GB. It'll give you a solid performance boost compared to the 2070—around 70%—but keep in mind that crashing shouldn’t happen because of a bottleneck.
I found this video that explains how an RTX 5070 works well with a 9600k mostly; it's a big jump from a 2070. You might just need to run DDU to clear out drivers, and check your PCIe settings in the BIOS if you had any weird setups with risers or aftermarket cables.

Bottlenecks aren't what caused the issues with your RTX 5070. It sounds more like there might have been a problem with that particular card — possibly faulty or driver conflicts were at play.

I couldn't figure out what went wrong either. I ended up putting my 2070 back in, and now everything runs perfectly.
