I'm torn between getting a 3060 12GB or a 7700 XT, possibly paired with an AMD 5700x3d. I'm not super experienced in building PCs, so I'm unsure about what hardware is considered 'overkill' and which components I should focus on more.

The 3060 should work just fine for your needs. But I’d advise against the 7700 XT right now, especially with the 9060 XT available. Unless you can snag the 7700 XT at a reduced price, it might not be the best option.
You might want to consider that Minecraft generally performs better with higher clock speeds rather than relying on the 3D V-cache. A 5800XT could actually be a good choice for you and it's usually priced under $200, while the 5700X3D can be pretty tricky to find for less than $400.
It's tough to say definitively since it really depends on the specific shaders and modpacks you’re using. Are you running many mods or just a few? If you’re not overly particular, you could do well with either a 5700 or 5700X3D, plus a good deal on a used 4070 Super for around $300-$350 might be worth it.
