I built this gaming PC about four years ago and it has served me well, but newer games are starting to push it harder. My current system has a Ryzen 5 5600X, ASUS ROG Strix RTX 3070, X570 Phantom Gaming 4 motherboard, 32GB of DDR4-3200 CL16 memory, a Samsung Odyssey G5 display, a 750W Gigabyte 80+ Gold power supply, an NZXT H5 Flow case, and an Arctic Freezer 34 esports cooler. I have around $700–$1,000 to spend, with some flexibility if a slightly higher price brings a substantial improvement. The PC is used exclusively for gaming. Which upgrades would provide the best value?

Moving to AM5 gives you a newer upgrade path, but it requires a new motherboard, DDR5 memory, and CPU. That can consume a large portion of the budget, especially while memory prices are high. Unless you specifically want the newer platform for future upgrades, keeping the current board and investing more in the GPU and an AM4 gaming CPU is likely the better value right now.
Since you already have an AM4 motherboard and 32GB of DDR4, a Ryzen 7 5800X3D—or a comparable 3D V-Cache AM4 chip if pricing is better—would be a strong gaming upgrade without replacing the motherboard and memory. Pairing that with a new graphics card would make the most of your budget.
Would my current Arctic Freezer 34 be enough for that processor?
The biggest immediate improvement would usually come from replacing the RTX 3070 with a newer high-end graphics card, such as an RX 9070 XT. It offers a major performance increase and more VRAM, which should help with newer games and higher settings. Your 750W power supply may be sufficient, but check the specific card's power recommendations and connector requirements.
Are there any particular models you would recommend? Keeping noise down is important to me.
With current memory prices, I’m not sure the AM5 jump is worth it yet. I’d prefer the option that gives the largest gaming improvement for this budget.
