Last year, I was eyeing the PNY GeForce RTX™ 4080 16GB XLR8, which was priced around $1000. Now, I see it's gone up to $1800! I'm looking for solid alternatives in the $1000 range. Is buying a used GPU (currently priced just under $1000) a smart move? Thanks for any advice!

You might want to check out the RTX 5080. In my area, they're going for about $900-$950, which is a decent deal compared to the 4080's price jump.
Consider looking at the RTX 5070 Ti; it's practically a 4080 but for around $750. This could be a great affordable option for you!
