I'm currently using a 2070 Super paired with a 2700X CPU. I'm looking to upgrade my GPU first and then tackle the CPU upgrade later. Ideally, I want to keep both upgrades under $700 if possible given the current market. I'm not aiming for ultra-quality graphics; I just want to enjoy some hero shooters and RPGs casually.

You could go for a combination of a 5700X3D CPU and an RX 7700 XT GPU, which should keep you around the $700 mark total. Just a heads up though, the 5060 Ti isn't a great option due to PCIe lane issues, especially if you're on an older motherboard.
If you can find a 9070 XT within your budget, that would be a solid choice! It's known for great performance at a reasonable price, especially for the types of games you're interested in.
Does the 5700X3D work with an AM4 socket? If so, that's a great path, but he might need a new motherboard otherwise.
