What’s Causing My Graphics Card Issues After an Upgrade?

I'm facing a strange problem with my PC setup and need some help. I have an MSI B450 Tomahawk Max II motherboard, a Ryzen 7 5800X processor, and an RTX 2060 graphics card. I recently upgraded from a Ryzen 5 3600, and everything was running smoothly with my 2060. Now, I'm considering buying a used 4070 Ti or possibly a 9070 XT. However, whenever I test a 4070 Ti in my system, my display gets completely glitched. It shows distorted patterns and looks like static or TV noise across the screen, and my PC doesn't boot properly. I can't see anything clearly. I've tried testing two different ASUS TUF 4070 Tis from different sellers, but they both show the same issues in my setup. However, when I plug my 2060 back in, everything works perfectly. One of the sellers even shared a video showing their card working fine in their system, so I suspect the problem might be on my end—possibly related to BIOS, compatibility, or power delivery. I'm hoping to troubleshoot this myself without having to go to a repair shop. Any suggestions on what might be causing this?

I read somewhere that the B450 PCIe 3.0 slots could be the issue since the 4070 Ti uses PCIe 4.0. Even though it's backwards compatible, there might be a BIOS setting that needs adjusting. Have you checked that?

Have you completely uninstalled and wiped the graphics drivers before switching to the 4070 cards? Sometimes leftover drivers can cause issues when changing GPUs.

Yes, I used DDU while in safe mode to wipe the drivers each time I switched cards, just like it's recommended.

You might want to try a different display cable. I've had situations where an HDMI cable worked fine on one setup but failed on another. It could be worth testing something else.
