What’s the best CPU upgrade for my gaming and multitasking PC setup?

Hey everyone! I'm considering some upgrades for my PC to improve my gaming experience and multitasking capabilities. Right now, I have a triple monitor setup and I use it for gaming (BF6, BeamNG, Arc Raiders), streaming media, and I occasionally do some video and photo editing. Here's what I currently have:

- AMD Ryzen 7 3700X
- Geforce RTX 4070 Ti
- 64GB of Hyper Fury X DDR4 RAM

I've noticed some stuttering when gaming, especially while watching YouTube or Twitch at the same time. A friend suggested that my CPU might be bottlenecking the performance, and I'm not quite sure how to proceed. Should I upgrade to something like the Ryzen 9 5900X or maybe the Ryzen 5 5600X? Any recommendations would be appreciated!
