I'm looking to create a complete backup of my Windows 11 system. I want a single file that includes everything: the operating system, all my files, and programs—a true 1:1 clone. This way, if I need to, I can restore it to a new disk and have everything exactly as it was. I've come across Rescuezilla and Macrium Reflect as potential solutions. Can anyone advise which of these actually does a full clone and saves it as a single file that can be restored later? I'm hoping for something similar to Apple's backup and restore process for iPhones and Macs.

Why not take the time to try both Rescuezilla and Macrium yourself? That way, you can see which one you prefer. Also, consider asking this in a dedicated tech support community for more specific guidance!
Macrium Reflect's various versions are capable of creating complete system clones. I recommend downloading the 30-day free trial to test it out before making a purchase.
If you're just looking for personal use, you might consider getting a Samsung SATA SSD along with a SATA to USB adapter. Using Samsung Magician to clone your OS could be an effective option. Just keep in mind that if you're aiming for regular backups, it can get a bit more complex, especially with Windows compared to MacOS. You could also try the free version of Veeam for a more automated solution.
