I'm preparing to install a new SSD in my computer and want to clean the ports beforehand. I don't have any canned air handy, so I'm considering using a hairdryer on the cold setting, a toothbrush, and a dry piece of fabric to get rid of any dust. Is this approach safe, or could it potentially damage any components?

Blowing cold air is definitely a good option! But honestly, if there's not a lot of dust, it may be fine to just go ahead and install the SSD without worrying about cleaning. If you do feel the need to clean, just make sure you use the hairdryer outside.
