My dad just got a new work computer, but we need to transfer all the data from his old one. I've heard Macrium Reflect is a good option for cloning, but I'm not sure if it's worth paying for just to use it once. If I decide to go with Macrium Reflect, do I need to install Windows on the new SSD first or will everything, including the OS, move over automatically?

You definitely need some software to clone your drive. When you do the cloning process, all your OS files will come along too. Once it's done, you just boot from your SSD, and then you can free up space on the HDD.
