What’s the Capacity Situation for Azure GovCloud in Virginia?

I've been trying to set up a Kubernetes cluster in Azure GovCloud Virginia for about two months now, but every time I request a quota increase, the support resources tell me there's no capacity available. I checked the VM sizes in Virginia, and most of them indicate no availability in zones 1 or 2. Does anyone know what's going on or when this issue might get resolved? The support agents aren't very responsive, and I suspect they might just be AI bots.

Capacity management in the GovCloud can be really tricky. There are a lot of SKUs, especially for SAP clusters, that are currently at full capacity. Unfortunately, it might not improve until January, so you may want to consider alternatives in the meantime.

Instead of submitting a quota ticket, try submitting a request to enable capacity for the core count of the necessary SKUs in your subscriptions. Make sure to mention the business impact of lacking this capacity. Forward those details to your Microsoft account team; they should be able to advocate for you, but just keep in mind that you might not be the chosen one.

I've noticed some SKUs having availability for regular VMs, but it often takes multiple attempts to provision them in the zones. I've even started moving some workloads to zone 3. Honestly, during major outages, the benefit of zones can feel minimal unless someone can truly prove their value in those situations.
