I'm curious about what the lowest level NVIDIA and AMD graphics cards are that can run all games without lag, even if it means dialing down all graphic features to the lowest settings. I want to know which ones can manage smooth gameplay.

It really comes down to how you define 'run'. On integrated graphics, you might get 480p for most games, but it could be unplayable lag-wise. If you're looking at the used market for a budget of around $30-$40, I’d say something like the RX 570 or the 1050Ti is your best bet. They function pretty well on low graphics settings without stutter.
If you want something that works moderately well, an RX 6400 is surprisingly capable. I can play games like Last of Us 2 and Resident Evil 4 without too much trouble, although I did have issues with some others that stuttered badly, even on low settings.
I've been using an RX 480, and while the graphics aren't great, it’s decent for most games. If you're looking at a little more, I managed fine with a GTX 1660 Super in the past. It runs smoothly, but without ray tracing, some newer titles might struggle.
Well, integrated graphics might do the trick for some games, but if you’re looking for something that won’t lag at all – aiming for 60fps – you'll likely want something better. A lot of folks suggest the RTX 2060 Super. It has ray tracing and 8GB of VRAM, and it's capable of running pretty much everything smoothly.
