I just built a new gaming system featuring a 9070 GPU and a Ryzen 7 8700F CPU with 32GB of RAM. However, I'm only getting around 250-300 FPS in CS2 on low settings, and about 350-400 FPS in Valorant. Is this performance level low compared to what's expected for this setup? What could be causing these lower frame rates?

It sounds like you might have a CPU bottleneck. The Ryzen 7 8700F isn't the strongest option for gaming, especially when compared to the newer 7000 or 9000 series CPUs.
