Why am I getting low FPS with high GPU usage and VRAM not fully utilized?

I'm experiencing some frustrating performance issues while playing Red Dead Redemption 2. Even though my graphics card's memory (VRAM) is less than halfway used—about 7.1 GB out of a total of 16 GB—I'm still stuttering and barely hitting 30 frames per second. My GPU is running at 97-99% usage and my CPU is only at 40-50% usage. Can anyone help me figure out what's going wrong? Here are my specs: Nvidia GeForce RTX 4060 TI, 12th Gen Intel i5-12600KF, and 32GB RAM at 3200 MT/s.

Keep in mind that full GPU usage doesn’t necessarily mean all your VRAM will be utilized. 7GB in RDR2 seems acceptable, but if you're struggling for FPS, consider lowering your graphic settings for better performance.

What resolution and graphics settings are you using? If your GPU is near 100% usage, it won’t perform better unless you lower the settings. RDR2 can be pretty demanding on PC, so looking up some optimization guides might help. With your setup, you should ideally be getting 60-80 FPS at 1440p with high settings. If you’re at 4K, you might only see 40-60 FPS with medium-high.
