I just built a brand new PC today, replacing my old one that was around 8 years old. My old machine could download games at nearly 300 MB/s, but this new one is only reaching about 150 MB/s. I know it's capable of more since Steam is using less than 1% of both my disk and network. Is there any way I can force it to utilize more of my system's resources? Here are my specs: AMD Ryzen 7 7800X3D, AMD Radeon RX 9070 XT with 16GB RAM, and I have around 1.5 TB of free space.

Have you checked if you've installed the latest chipset and network drivers? I assume you're using a wired connection, which should generally give you faster speeds.
If you're facing compatibility issues with your drivers, make sure to download the right ones from the manufacturer's website. It might help improve your speeds!

I haven't installed them yet; I didn't even think about it since it's been a while since I've done any upgrades.
