I'm facing an issue when trying to shrink my C: drive on Windows 10. Although everything seems set to go, like I've disabled Virtual Memory and now have about 45 GB available, I still can't shrink it at all. This is puzzling because I've done similar operations on my HDD without any problems. What's going on here?

It's a good question! But I'm wondering why you need to shrink a drive that appears to have so little free space? Also, just a heads up: disabling virtual memory can actually slow down your system's performance, so keep that in mind!
I appreciate your concern! Just to clarify, I’m trying to set up a dual boot system. I’ve got 16 GB of RAM, so I believe I can manage without virtual memory for now, and I’ll turn it back on once everything's up and running.
