I just got an external DVD drive about a week ago. I tested it with a game disc and it worked perfectly, even allowing me to create an ISO with ImgBurn. However, when I try to insert a blank DVD-R, the drive keeps trying to read it and then makes a continuous beeping sound. It shows up in File Explorer, but it doesn't recognize the blank disc at all. Is this a hardware issue, a compatibility problem, or something else?

You should check the manufacturer’s website for firmware updates. It's pretty common for drives to need updates to support different types of blank media. That could fix the problem.
Can you share more details about your DVD drive? If it can only read DVDs, then it won't write. Not all DVD writers are compatible with all types of discs. Look for a symbol indicating if it supports DVD-R, DVD+R, or RW. That can give you a clue if it should work with your DVD-Rs.
It’s labeled as supporting Compact Disc, DVD+RW, and DVD-R/RW. I’m using a pack of 50 DVD-Rs from HP, so I thought it should be compatible.
Is your drive just a reader or is it a burner too? If it’s a burner, that shouldn’t be an issue. Sometimes external drives can be a bit picky about the type of discs they accept. You might want to check the model to see if there are any known compatibility issues.
The ad said it’s both a player and a burner, so I assumed it should work with blank discs.
I tried reinstalling the drivers, but that didn’t do much. I’ve heard there might be a firmware update, but it's tough to find specific info for my drive model, which is the MATSHITA DVD-RAM UJ8E1.
