Why Does My Game Feel Choppy Even with High FPS?

I've been having some trouble with my gaming experience, and it's starting to frustrate me. Even though I consistently get over 200 FPS and my monitor refresh rate is set to 165Hz, everything feels blurry and not smooth when I move around in-game or even just on my desktop. It's like the gameplay is fast but lacks that smoothness. It can be hard to track enemies and see where shots are going, especially compared to other players who seem to have buttery-smooth gameplay.

I'm wondering if it could be related to my hardware, like the power supply or even a USB cable affecting performance? Also, are there any BIOS settings I should check that could help smooth things out? My setup is:

- Monitor: Dell G2724D 165Hz
- PC:
- R9 9950X
- Asus 5070TI TUF
- Kingston Fury BEAST RGB 32GB 6000MT/s (x2)
- MSI X870E Tomahawk
