I have an iPhone 13 Pro that I bought in August 2022, and its battery health is currently at 74%. The issue I'm facing is that whenever I unplug the phone, it shuts down regardless of how much charge it shows. It then goes into a continuous loop of restarting until I plug it back in. The phone works just fine while it's charging, but as soon as it's unplugged, this cycle starts again. I've checked the data logs and found two panic logs labeled 'panic-base' from two days ago when this issue began. I'm considering a battery replacement but want to confirm that this will definitely solve the problem, as I'm not in a position to spend $89 on a new battery or replace the phone if there are other underlying issues. Any thoughts?

It sounds like your battery is pretty much shot. I've experienced similar issues with an older iPad where the battery degraded so much that it couldn't hold a stable charge, which resulted in constant boot loops. Just to cover all bases, you might want to check if there are any issues with the charging port as well, but if the battery is at 74%, it’s likely that's the culprit. What’s the battery percentage like when you're plugged in?
Your phone is pretty much telling you that the battery is failing and needs replacement. It’s the best way to solve the issue you're having right now.
Apple recommends replacing the battery once it drops below 80% health, so you're definitely on the right track. I know it's a pain to spend money on a battery, but it won't fix itself, and using the phone like this isn’t a long-term solution.
