I've recently built a new PC with an AMD Ryzen 5 7600, 16GB of RAM, an ASUS RTX 3060, and an ADATA LEGEND 800 NVMe SSD, all running on Windows 11. I've noticed that whenever I upload anything, whether it's a video on Google Drive or running a speed test, my PC starts to stutter and become unresponsive. It affects everything from video playback to mouse responsiveness and audio quality. This didn't happen with my previous computer. I've checked my system temperatures, run various diagnostic commands, done a clean install of Windows, and updated all drivers, but the problem persists. What's weird is that the CPU usage spikes significantly during these uploads. I've also tried adjusting performance settings and changing my Ethernet cable, but nothing seems to solve the issue. Any ideas on what could be causing this?

You might want to start by checking which processes are spiking during the uploads. A quick way to do this is to run in Safe Mode to see if a background process is affecting performance. Familiarizing yourself with the MSConfig utility could help isolate potential culprits too.

Thanks for the advice! I can run in Safe Mode, but I'm not quite sure what to monitor in MSConfig. Should I be looking at the services tab?
