Why is Microsoft 365 licensing so complicated?

I'm in the process of switching licenses from Microsoft 365 E5 to Microsoft Business Premium. However, I've run into a snag with some users who need access to Planner and Project Plan 3. When I try to assign their licenses, I keep getting this error: "To assign a license that contains Project Online Service, you must also assign one of the following service plans: SharePoint (Plan 2)." Currently, I've unchecked Project Online Service for now, but I'm curious about what it actually does. Is it just the web version of Project? Also, we don't have SharePoint P2 licenses and aren't planning on purchasing any. The frequent renaming and shifting dependencies in Microsoft's licensing are really overwhelming!

Honestly, Microsoft's licensing has always been a bit of a minefield. It’s almost like it's meant to be confusing. I know folks who’ve said that even long-time reps sometimes struggle to keep track of the current offerings. There’s just so much complexity, and it feels like they purposely make it hard to avoid compliance issues so people end up buying more than they need.
