Why is my brand new PC so slow?

Hey everyone! I recently built a new PC and started installing Windows 11. From the get-go, it felt pretty choppy, but I thought it would be fine. Once I got to the desktop and checked the task manager, I noticed my CPU clock speed was only at 470MHz, which seemed odd to me. Even launching simple applications like file explorer was taking a minute or two.

I made sure to install the Wi-Fi and chipset drivers for my motherboard and updated Windows. I also used AMD software to get the latest drivers for my GPU and CPU. However, my PC is still really slow, with the CPU clock speed occasionally hitting around 540MHz now. The CPU temperature is stable at 30-40°C, and the core voltage is about 0.6V. I'm really confused and feeling a bit frustrated as this is my first PC build. If anyone has ideas on what might be causing these issues, I would greatly appreciate your help! Here are my PC parts:
- Motherboard: ASUS Prime B840M-A WIFI
- CPU: AMD Ryzen 5 7600
- GPU: AMD Radeon RX 9060XT 16GB
- RAM: Crucial Overclocking Pro 16GB DDR5

It sounds like that clock speed is definitely not normal for your CPU. It's usually around 3.8GHz as a base. You might want to check your BIOS settings; sometimes they can affect performance.
