Why is my CPU idling at 65 degrees after resetting BIOS?

I recently reset my BIOS settings, and now I've noticed that my CPU is idling at around 65 degrees. I have a Kraken 280 Elite cooler and just reapplied thermal paste, but that doesn't seem to have fixed the issue. My AIO cooler is at 26 degrees, but the CPU temperature is still unusually high. Any advice on what could be causing this or how to troubleshoot?

Make sure your pump speed is correctly set. What’s the RPM on it right now?

It's running full speed at over 2000 RPM, so that shouldn't be an issue.

Idle temperatures can vary, so it's good to check how high your CPU gets under load. What CPU model are you using and what temps do you reach when stressed?

My system is usually about 41 degrees under light load, so this seems pretty high.
