I'm in the middle of downloading a 7GB zipped folder and I just ran a speed test using Ookla, which showed my download speed at 32 Mbps. However, I'm currently getting only 3.1 MB/s for the download. What can I do to improve it, or is there something I'm missing? Any advice would be appreciated!

Remember, your download speed can only match what the source allows. If the server hosting the file has a cap on speed, it might not let you download faster than that.
