Why is my FPS dropping below the cap I set?

I'm really frustrated because when I cap my FPS at 160, it often drops to around 140, and when I cap it at 120, it drops even lower, to about 90 or 100 frames per second. I'm looking for a stable FPS that won't fluctuate so much. Is this normal? What can I do to achieve a more stable performance?

Make sure your power plan is set to performance. Sometimes the default settings can limit your GPU's performance.
