I was playing a game called Ghostrunner when it suddenly crashed. When I tried to start it again, the performance was really poor. Upon checking my settings, I noticed that my AMD Radeon Sapphire 9070 is only displaying 486 MB of VRAM, while it should be showing 15 GB. I have already reseated the GPU in the motherboard, switched the power connection on it, and updated both the drivers and my operating system. Can anyone help me figure out what's going on?

Make sure your monitor cable is properly connected to the GPU now. That’s crucial since you want to utilize the GPU’s full capabilities.
You might need to ensure that your dedicated graphics card is set as the primary output. If you opened Task Manager and see two GPUs (like the AMD Radeon RX 9070 XT and AMD Radeon(TM) Graphics), make sure to monitor which one is being used. If your system defaults to the onboard graphics, that could cause the issue.
It sounds like you've done the basics already, but it might be time to consider an RMA to get it replaced under warranty.
Check where your monitor is plugged in. Is it connected to the GPU or the motherboard? It should definitely be plugged into the GPU.
If the VRAM is only showing 486 MB, it could be a sign that it has malfunctioned. But since your GPU is new, consider reaching out for a replacement if the issue persists.
