I'm having a major issue with my Dell Latitude 5490 running the latest version of Linux Ubuntu. My laptop is overheating to the point where it's almost too hot to touch. I've even had to underclock it to prevent it from getting too hot. Does anyone have any idea why the fan speeds aren't ramping up when the temperature rises?

Getting a readout of 90°C is pretty alarming! If your fan usually runs at over 5,000 RPM and now it’s stuck around 3,000 RPM, that sounds like an issue with the fan control software or thermal management settings in your system. It could be worth checking if your system is set to 'silent mode' or 'eco mode' and adjusting that.
55°C isn't too bad for a laptop just sitting around, but under stress it’s a different story. Make sure that when you put it under load, your fans are actually supposed to ramp up. If they aren’t, that’s a sign something’s up with the cooling system.
It sounds like you might be dealing with some BIOS settings. Sometimes, the fan control can get overridden, leading to thermal throttling without the fans speeding up. You might want to check your BIOS settings to ensure that the fan speeds are configured correctly to ramp up with temperature increases.
