Why is my memory usage always so high despite few active processes?

I've got 32GB of DDR4 RAM installed (two sticks, recognized as 32GB in the UEFI), but my Task Manager shows memory usage never dropping below 24GB, even when I'm not running anything. When I look at the task manager, it shows around 200MB being used by programs like Steam. However, in the percentage view, it states I'm using about 10% of my memory, which would be around 3GB. I'm confused about where all that memory is going. Also, I ran a memory diagnostics test, and it reported no errors.
