I recently built a new PC with a B650 Gaming X AX V2 AMD AM5 ATX Motherboard, but I'm having a problem. It's stuck in the BIOS, and whenever I try to save and exit, it just goes back to the BIOS screen. I have a HITACHI HDD connected in P0 and a Fanxiang SSD in P1, but the only boot option showing up is UEFI:AIC Flash. What can I do to get past this?

It sounds like your system might not be recognizing an operating system yet. Make sure you've installed one on your hard drive or SSD, as you won't see anything bootable from the BIOS without it. If you had Windows 10 on your HDD before, you might want to double-check the drive connections and see if it’s still recognized in the BIOS.
Definitely check your boot order settings in the BIOS. If your HDD with Windows is detected, make sure it's set as a higher priority than the other devices. Also, sometimes a BIOS update can fix boot issues, so check if there's a newer version available for your motherboard.
