Why Is My PC Beeping Twice and Not Starting?

I've been having an issue with my PC that I bought on eBay about a year ago. When I try to power it on, it beeps twice, and there's no display on the screen. The fan is also running way faster than usual. From what I found online, it seems to be a RAM issue. Here's what I've tried so far, even though I'm not very experienced:

- I took out the RAM sticks, cleaned them gently, and put them back in.
- I switched the RAM sticks around in different slots.
- I even tried booting with just one RAM stick at a time to see if one was faulty.

Despite all this, the two beeps persist, and I'm not sure where to go from here. What additional information do I need to provide to get help? Thanks!

We'd need to know your PC's make and model, as the beep codes can vary depending on the motherboard.
