Why is my PC booting so slowly despite having an SSD?

I'm running Windows 11 23h2 on a Samsung 990 PRO SSD, but it takes around 20 to 30 seconds to boot up and reach the lock screen. I remember my last PC booted in under 5 seconds with a different SSD. What steps can I take to speed up my boot time?
