Why is my PC choppy when dragging windows around?

I've been experiencing a frustrating issue on my PC where dragging windows or scrolling through tabs becomes really choppy at times. This is quite noticeable on my 144Hz monitor, making it feel like I'm losing frames in a game. The choppiness happens randomly and affects any app or tab without a clear pattern. After a few seconds, things go back to normal. I'm at a loss for where to start troubleshooting. So far, I've made sure to update my BIOS and Windows, worked with GPU drivers (both updating and rolling back), and even did a clean install of Windows 11. Any advice on what to check next would be greatly appreciated!

Did this issue start happening recently, or has it been going on for a while? Sometimes, changes in software can trigger these problems, especially if you just upgraded to Windows 11.

It started recently, yes! My hardware was solid for 3 years. The only major thing that changed was the transition to Windows 11.

Make sure your monitor settings in Windows are configured to 144Hz. Sometimes, the settings can default back after major updates or installations. You should check both your monitors to verify they're set correctly.

I've checked, and both of my monitors (the 1440p and 1080p ones) are indeed set to 144Hz.
